Corllins University reviews and complaints

I registered in Corllins University in 2010 and payed money to get legalized PHD from Qatar embassy, first time they send it to me legalized by Kuwait Embassy and they said it's accredited in Gulf countries then they ask me to pay again because of new rules that they have to legalize it from Qatar embassy, they made it from
Qatar embassy in Jakarta, then they ask me again to pay more to do it from Qatar embassy in Washington DC and Im still waiting, now they ask me to pay for GIELTC before they make legalization from Qatar embassy from Washington DC and they said it a new rule from Qatar authorities. I refuse to pay more money because I payed more than 5000$ since 2010 and I didn't get anything.
I want to place an official complaint to get back my money but I don't know where, please help me.

I'd like to confirm that a counselor called Ryan Thomas asked me to transfer the sum of $4000 through Western Union, and $2000 to someone named Rizwan Abdul Khaliq in UAE so that they could complete the process by August 31th, 2013, as the counselor Ryan Thomas promised . Unfortunately, the process was incomplete and I was abruptly denied communication with the university both through email and chat, I kept emailing the university and try to chat with the counselors who were so kind at the beginning of the process and prior to transferring the excessive fees through 3 consecutive installments; but they became abruptly rude and indifferent to me by way of disconnect me or keep on hold every time I attempted to chat with or inquire about the process. I've earnestly asked for being reimbursed, but in vain. Below is the email Ryan forwarded me as a guarantee, but I should not have trusted him:

Greetings:As job seeker I wanted to improve my skills so that to find a better job. i contacted the CORLLINS UNIVERSITY and checked for courses in Education. from no where Jake Adams (his emails : :[protected]@corllinsuniversity.com, [protected]@universaldegrees.com) jumped into a chat session. and said here comes a help because you can never and will never be able to fill the application form they have in their website, so Jake, and others are behind the seen for fishing people. Anyhow, he as he claimed fill the application for me and he said i am VERY LUCK because i came in a day they have a discount instead of paying almost 3000 USD for the total course fees. i have only to pay 2200. i said in myself, I AM SO LUCKY indeed coz i have only 3000 USD in my bank account and i do have saved some for me. in a hurry he said i have to pay first payment. and since i am from Iraq and we are not a developed country, i do not use Visa or any thing like that. the only way i know is wire transfer and Western Union, western union will cost me, so i decided to pay that decent university in USA, my money and save my head the troubles of thinking of paying every now and then. and since that was my lucky day (the discount that Jake Adams told me about) i have to really hurry baying those people my money which i spent 5 years working to save it. Then Jake Adams gave me that Bank Account address to do the wire transfer.

I took it at 26 May 2011 and made the wire transfer and after 2 days I sent them the recipet of the payment I made of 2, 200 as fees for Graduate diploma in Education, I have the email printed with me.
What make me suspicious, is that while I was doing the wiretransfre at day time in Iraq, Poor Mr. Alex Ayoder ([protected]@universaldegrees.com), whose a very “kind” person who takes “good care” of his students(money), the financial person, gives me 3 calls (my day time is his after midnight time)but I did not answer because I can not take while I am in the street, so when I get home he called for the 4 time and it was his early morning, he said you made the payment, I said yes sir, he said but this is only half of the total fees. I said no you are wrong this is not what your site says and I have a discount. Then he hanged up, and really I did not feel good after that. After 6 days from sending the receipt I chatted with Jake I told him did you receive the money. Spontaneously he said yes we received the money, the he said no, I mean we received the receipt. I get angry and asked him to let Alex speak to me. Alex called and he said, no my dear do not worry. We received the money and you will start course at Saturday or Monday. I waited until Wednesday 15 June, and I tried to chat with Jake, who kept terminate the session. When they do not want to speak to you they have this message on chat screen saying we are sorry and thanks for your patine and we will get back to you soon. That day I waited for 15 hours, could not sleep, I begged them to let Alex call me, the caring person who calls his client late at night. Why can not he call me know.i demanded my meony back because I decided not to take the course, My father has to have a surgery and I need the money for that, they do not believe because they are lairs themselves and that is why the don’t feel the others needs. they are all lying Ethan Myers, Jake Adams, D’von Conner, Alex Yoder Calvin Carter. The only person who said I will help you but not promise to help you (this is very human, man you Americans are so human) was Roger Phillips.
